Abstract

Political integrity remains a major ethical challenge in contemporary Muslim societies, particularly in relation to corruption, abuse of authority, injustice, and declining public trust in leadership. Although the Qur’an and Sunnah provide comprehensive ethical guidance on governance, leadership, trust, justice, accountability, truthfulness, and moral excellence, existing studies often discuss these principles separately and illustratively rather than synthesising them into a structured model of political integrity. This study aims to develop a Qur’anic–Prophetic model of political integrity through thematic analysis of selected Qur’anic verses and authentic Hadiths related to leadership ethics and governance. Employing qualitative content analysis, the study analyses selected Qur’anic passages, authentic Hadiths from major canonical collections, and classical exegetical and Hadith commentaries. The findings identify five key principles of political integrity in Islamic governance: amānah, ‘adl, mas’ūliyyah, ṣidq, and iḥsān. These principles collectively frame political authority as a divinely entrusted responsibility that must be exercised with justice, accountability, transparency, truthfulness, and God-conscious moral excellence. The study contributes to applied Hadith studies and Islamic governance discourse by proposing an integrated Qur’anic–Prophetic model of political integrity relevant to contemporary discussions on ethical leadership and anti-corruption governance.
